is the "different project" another ASP.NET web application Or a windows form application

The basic answer is if

If its windows forms:

Either use the webbrowser control from the toolbox and nagivate to the webpage using that, or if you want to use the default webbrowser on the OS, and let the website load in its own browser window, use the Process.Start("url here") method to launch a web browser and navigate to the site.

If its another ASP.NET app

You can simply response.redirect("URL HERE") to the webpage you wish to navigate to when the user clicks whatever menu item.
