Is there any way to either:

a) Pass a file through the content pipeline at runtime, so it can be used in the game (so that everything does not have to be compiled at design-time).

b) Have a standalone content pipeline processor

a) Yes, not the regular content pipeline however, you'd have to create your own.

b) Yes, see a)
