That will be upcoming Starter kits. In a video I saw, they mention that it's still in alpha stages or something, and that they are going to finish it off. Once done, they will be releasing it, and possibly a FPS starter kit for us developers to toy with! YAY!

Possibly. There's been nothing official at this time. And the 360 has nothing to do with it since you use your PC to write the games. You won't be downloading starter kits on your 360, you'll be downloading them from the internet to your PC.

As long as you have the xbox gamepad hooked up to your pc, you should be able to run the starter kits just fine. The previous starter kit didn't come with any support for keyboard and mouse out of the box, and I could imagine the other starter kits would be the same.

What if you dont have an xbox 360 controller, would a normal pc controller work, or even another console controller through a usb adapter

XNA only has support for the 360 gamepad, so unfortunately, no. To use other devices, you would have to import DirectInput into your project, but then you would loose xbox compatibility.

Even if your game is only for Windows supporting the X-Box 360 controller is the way to go, just check out Marvel Ultimate Alliance. It would be nice if Microsoft would release a standard Joystick for the X-Box 360.
As far as DirectInput, you can always just use DirectX for that especially if you don't plan a 360 port.

Correct. The context of this thread was about gamepads specifically.
