I've been having a problem that started when I installed the DirectX SDK. When a program goes into fullscreen in a resolution different from the desktop(one I've written or another program) it displays in a window with black bars on all sides. All the fullscreen properties are intact. I found the exact setting for extending the display in my BIOS, but as soon as windows starts it changes the setting back. I have all the latest video card drivers and version of DirectX. I use multiple monitors if that's relevant.

Its probably just putting your monitor into a different refresh rate/resolution. Most monitors have controls on them to expand the picture and move it and they are usually per mode. So next time it does this use your monitor controls to expand the picture. From that point on that resolution should always fill the screen.
