Perfect, I just finished my little utility to install XNA requirements: http://xnamatrix.com/xnareq.php

In case you want to do it yourself, you will need

 - .NET 2.0 Framework

 - DirectX 9.0c Feb 2007

 - XNA Framework 1.0

I don't think this is available with C# Express unfortunately, but if you have access to visual studio pro or above, you could make an installer for your game and simply bootstrap the prerequisite installers with yours:
http://msdn2.microsoft.com/en-us/library/7eh4aaa5(VS.80).aspx

You could offer two downloads for those users who know they've already installed xna et al ... one with, and one without the prereqs.

You can only create and deploy 360 games with Game Studio Express currently.
