Blender is your best bet for a free program. Be advised that not everyone cares for Blender's interface; it's not a standard Windows-style UI. You'll really have to invest time in doing the tutorials and learning the program slowly, step-by-step. But the program has everything you need to make 3D models, and it's free.

There are commercial alternatives, of course, and not all of them require that you spend thousands of dollars. But Blender is a good place to start.

You will find that it does get easier as you go deeper into it, but I would suggest learning the Keyboards shortcuts. I have started making some posts on XNA and Blender, included is a link to an electronic copy of te Blender 2 book.

At the same time I have also started investigating putting together a content pipline processor for .Blend files.
