So far I have not been able to find out where to get this license, but I do see people posting messages in the news-group asking the same thing (no useful answers yet). Any idea what/where/how-to deal with this
Visual Studio Setup and Installation
This information on the splash screen and the Help->About dialog simply means that you installed the VSIP SDK (now referred to as the Visual Studio SDK).
In the past, VSIP was a partner-restricted program and not generally available for 'free' consumption. If you downloaded and installed the VSIP SDK and agreed to the EULA, you are fully licensed to use the SDK.
In short, don't worry about the message. You have all the proper licensing.

VSIP License Required - pertains to the PLK or 'Package Load Key' which is required when you distribute your software package(Extensibility/VS Integration Package) on machine's with the SDK installed. You can obtain a PLK for your integration type product free of charge by first registering here http://msdn.microsoft.com/vstudio/partners for free as an affiliate member, and then submitting your product details to microsoft who then lists your package in a commercially available catalog.
