I have read several discussions on the Web regarding the use of the Microsoft.WizardFramework.dll file. Does using this DLL in an application violate any license agreements

According to the redist.txt, this is not a file you have redistribution rights to. A number of Visual Studio products utilize this assembly to implement a common wizard based UI. But the contents of this assembly while public, are not documented, nor are they officially supported through Microsoft.

You can use it, but you can't redistribute it. And given the undocumented/unsupported nature of the component, I would be very hesitant in recommending using it.
