Does TFS have a web portal or API that testers can use to log defects without having to purchase the Tester Edition of Visual Studio

If it is possible to enter defects to TFS is there a significant benefit to using the Tester edition with TFS

Creating new work items ("defects") can be achieved through Team Explorer, which is component responsible for integration of TFS and Visual Studio; you will get it for every VS edition you install Team Explorer on. So no, you do not need edition for Tester to get this functionality. Additionally, Web Access for VSTS is also available.

However, as the name implies, Tester edition offers additional tools integrated into VS for the benefit of the tester (look here for the demo).
