Never mind... I figured it out.

Go to Microsoft Photo Editor and create a new gray image.

Set the transparency key to that color and the transparency percentage to 50% (or other percentages).

Then, save it as a PNG file. No other type will work.

I created a True Color 24-bit image in MS Photo Editor, colored it a gray tone, set the transparent color to the gray tone with 50% transparency, saved it as a PNG, set it as the background picture on a panel, and it was not 50% opaque. Did I do something wrong
