I have an ActiveX control that is instantiated by IE and downloads a data 
file from the web site. The file downloaded is determined in part by a cookie 
that has been saved by the containing page and included in the web request 
for the data file.

This has been working in various flavors of IE on XP and Vista as an 
InprocServer control. However, there is a desire to convert it to a 
LocalServer control to protect the IE address space. 

As a LocalServer, though, it fails under Vista/IE7 with protected mode on. 
It appears that IE7 is maintaining a separate cookie store for protected 
mode, so when the ActiveX control is instantiated as a LocalServer it will no 
longer find the cookies saved by IE.

Can anyone confirm this as by design or as a bug
