I'm using WinXP Home
My solution was:
Start > All Programs > Accesories > System Tools > Internet Explorer (No Add-ons)
then using this browser page go to the runonce link
This should finally open the runonce page and allow u to select the settings u prefer, for example change the Search Utility to Google.Click on SAVE at the bottom.hope this works 4 u too!
All,
After fighting with IE7 for two days, I found the only solution that worked for me. Remove IE7 and go back to IE6. It may not be as fancy, but it has the advantage of working.

Hi Many thanks, all works fine now,
thank you
thanks Jombwe, worked fine for me. weird though, i could not locate the [RunOnceHasShown] subkey... but i went ahead and created RunOnceCompleteSet DWORD, and RunOnceHasShown appeared. and set to 1.....
oh well, thanks again.
Ok here is the deal the MSN runonce2 is a spoof site, its purpose is to stick itself into the IE folder and never leave, it makes IE not open flash files and not open links in yahoo email, probably it does other bad things to.
You can try and try to uninstal and reinstal IE 6 or 7 but it will never go away. The runonce 2 page will always show up, and it will always force download more attack ware
ATTACK WARE: software commands used for the soul purpose of destroying certain utilities like anti virus or web browsers.
There are 2 ways to be rid of it perminetly
You can format and reinstall the operating system
or remove the hard drive and connect it to a another hard drive that is used as a boot up, you can deleate the entire internet explorer folder and then plug the had back in and boot from and reinstall IE 7
If this does not work call Micorosoft and tell them there IE sucks
and then download firefox!
Tool. It's the funny little customise page MS added a while back, not some spoof to install malware.
Why people must spruik their favourite software by spreading lies is beyond me.
Just use one of the solutions above. My IE7 did it after I changed domains and had to re-create my user profile. Fixed now.
Valmir,
I am having the same problem -- http://runonce.msn.com/runonce2.aspx (Error on page...Done [in left corner]). Did anyone help you
