I'm currently working on a project with starter site.
After the installation I don't have performed
SampleDataImport.exe command.
Now When I execute"site connection" to use the CatalogWebservice I don't receive an error but I not be able to create a new catalog with Catalog Manager because all command in submenu "New" are disabled. For the installation I have followed the original installation guide and  if I execute SampleDataImport.exe command I have no problem to create new catalog or modify the "adventure works" catalog.

Does anyone know the solution

Can you invoke a method on the web service in a browser and see what error you get If you cannotto get any uselful info out of that try trapping the SOAP messages using Fiddler. Here is a link showing how to set it up in conjunction with CS2007.

In the precedent test I had installed starter site and I had performed a SampleDataimport.exe; in this situation I was able to modify an existing catalog from catalog manager with my admin user.
Now I have resolve my problem by logging in Windows as CatalogWebSvc user, user CatalogAdministrator on the CatalogAuthorizationStore.
I don't know the reason infact, as admin, I was able to invoke a method of the web service without any error.
