Sometimes there are too many instances of the internet browser opened on the client's PC. This slows down the connection speed in my local network. How do I limit the number of internet explorer that can run simultaneously such that, when the limit is reached, attempt at opening additional explorer will instead display a window mesage to close one before opening another.

I don' t think that's the cause. Once the IE page status is "Done", there shouldn't be any internet usage unless someone is watching movie or listen radio online. I would rather limit each person's download speed and upload speed because even if you limit IE, they still can run FireFox, WMP, BitTorrent, and other internet demanding software. And you should track their internet traffic. If too much for non-business use, ban them from using internet or give them 56k connection. It is possible some people are downloading illegal TV shows and other stuff using BitTorrent. IE has pop-up blockers since IE6 SP2. Even if they go to illegal, they shouldn't open too much IE.
