1. Create a new "Class Library" project.

When you compile, you will get a DLL instead of a EXE.

2. In your other langauge, say C#, you need to add the DLL as a reference. You can either reference the DLL itself or the project that contains it. I perfer to reference the project, it is less likely to cause problems.

Warning: C# really sucks when it comes to parameters marked "Optional", so try to avoid using them.
