both 2000 and 2005 have special CE editions for Windows CE. If local data is needed, use these. Both the 2000 and 2005 edition can act as merge replications subscribers, so the can communicate with servers somewhere else. If local data is not needed, you can connect to the servers from CE using the SQLConnection.

You can implement your application on Windows CE and connect to SQL 2000 or 2005 databases a variety of ways. Will the application be on-line or batch. Are the CE devices connected to a LAN like a Kiosk or are they hand held devices using wireless technology Will your application need local batch processing and on-line connectivity or just batch collection and synchronization
If wireless or connected like a Kiosk, you can go two ways. ASP.NET where you just use a browser on the wireless CE device, or build and a application on the CE device that accesses the data from your LAN.
There are tradeoffs for both approaches.
