I can imagine how hard is that to come out with a tool that can migrate backward perfectly. If we build an SSIS package that has tasks and functionalities not available in DTS, then certainly custom tasks have to be built in DTS for those in SSIS, kind of fitting ocean into a pond. ..
The "forward" migration is possible (mostly) because SSIS has most of the DTS functionality. Backward migration is simply impossible, because DTS data pump task is much more limited than SSIS data flow task with all the transforms.
