I want to create an application for converting wmv video to MPEG-2 movie using Direct Show anyone know where to find free MPEG-2 filter

I don't believe you are going to find one.

MPEG2 is protected by copyright/patents/etc. Anyone who writes encoders/decoders must pay a fee to the patent holders for each copy they sell/distribute. Such being the case, there aren't going to be any free ones.

Is it for personal, or commercial use You may be able to use some of the mpeg compression libraries that the VideoLAN project also utilizes, and wrap a DirectShow filter directly around those same libraries. If you have success with this perhaps you can post the filter wrapper code so others may benefit from tieing into those libraries from DirectShow as well.

I¡¯ve found, for my surprise a Microsoft MPEG2 encoder , but it looks like is only for windows vista.

But I have one question, if there is a MPEG2 encoder, how is possible that in on of the pages of the MSDN Directshow documentation is writen : "DirectShow does not provide any MPEG-2 decoders or encoders."

DirectShow itself doesn't ship with any MPEG-2 encoders or decoders but it can make use of them if they are present. Certain SKU's of Vista get the MPEG-2 encoder/decoder, I believe all the SKU's except home basic Certain OEM versions of XP Media Center may also have one, but not the MS one.

Because that page was written long before Vista, and it slipped by me. There are probably other topics in the DirectShow docs that claim the same thing!

Ok, but then you have to wrap the encoder within a directshow filter, anyone could say me how to achieve that , I think it's really difficult and interesting.

It present as directshow filter and appears as "MPEG-2 Encoder by EP" you can use it as direct show filter in your application.
