I use the MP3 encoder shipped with Windows to create mp3 files (low quality). On XP the filter (listed under Audio compressors) enumerates on the output pin the supported formats. On Vista it does nothing! It's also unpossible to connect the input pin! Is there no MP3 (encoding) support on Vista

I suspect that this filter isn't intended for use from third party applications, so MS has probably intentionally crippled it to prevent it from working in other applications than their own. Unfortunately, just because a filter comes with Windows/DirectShow doesn't mean it's available in all applications.
