I created TestClassLibrary.dll to serve as a class library for a couple of apps. The TestClassLibrary solution generated output in two folders: bin and obj. Which TestClassLibrary.dll do my apps need to reference, the one in bin/Debug or the one in obj/Debug

You want to reference teh bin\Debug version.

If you look at your project properties, Build tab you should see an "Output path" value, it should say bin\Debug. So that is where the IDE says that the assembly will go. You can also change the output path here.
